In California, your filing deadline is probably not March 1.
California has 104 agencies. Each one sets its own annual date for the hazardous materials business plan. 26 of them do not use the March 1 state default — and the agency is not required to remind you.
Most plant managers find this out the year they miss it.
What a missed date costs
The penalty figures on this page are for California. New Jersey is a different program with different rules — see the New Jersey page. These are statutory maximums, not a prediction of what an agency will assess. Each obligation is counted separately — the inventory, the plan and the training records are not one filing.
$9.88 is the founding rate for your first six months. From the seventh month the regular rate of $39.88 per month applies. This is a scheduled change, set out in the Terms before you sign up — not a price rise we may or may not make.
Why this is hard to do yourself
| The date moves by agency, not by state | Two plants forty minutes apart can have different deadlines. Your county may not be the agency that governs you — several cities run their own. |
|---|---|
| The fee is worked out ten different ways | We found agencies charging by number of chemicals; by handler level; by inventory items; by a two-axis matrix of quantity and chemical count; by small/medium/large; by employee headcount; by an hourly rate times a minimum number of hours; by a base fee plus bands for solids, liquids and gases; by a per-item rate with a cap; and by a formula — one county converts every gallon, pound and cubic foot into “units” and bands you from $120 to $7,075 on the total. There is no single table to look up. |
| Nobody tells you it changed | Agencies publish, they do not notify. A date or a fee can change in a board resolution you will never see. |
| The person who knew has left | Compliance sits with one person. When they go, the date goes with them. |
What you get
- Your exact date — worked out from the agency that actually governs the site where your chemicals are, not from your head office address.
- Your agency — address, phone, email, and how it accepts filings.
- The fee, and who invoices you — the figure we hold for your agency, or exactly what to ask when we could not obtain it. We say which.
- Guided entry, one question per screen — each with where to look on your safety data sheet and a worked example.
- Threshold screening — the federal planning quantity for every extremely hazardous substance, and California's general rule for everything else.
- Reminders at 90 / 60 / 30 / 14 / 7 / 1 days — to your compliance contact and your CEO. One person's inbox is not a system.
- A record of what you filed, carried forward to next year.
How we know
We went to all 104 agencies one at a time. We also show you how far each one is backed: for 35 we can name the agency page we read, for 68 we recorded the date we checked but not the document, and 1 we could not reach at all. Every agency page says which of those it is. Every figure on the member pages carries its source and the date we checked it. Where we could not reach an agency, we say so and tell you what to ask — we do not fill the gap with a guess.
